ITANAGAR, March 2:
The Arunachal Pradesh State Cabinet has approved a series of key reforms in the education sector aimed at improving transparency, strengthening recruitment processes and enhancing academic standards in government schools and colleges.

One of the major decisions taken during the Cabinet meeting was to place the Arunachal Pradesh Transfer and Posting of Employees of Education Department (Regulation and Management) Bill, 2026 before the upcoming State Assembly session beginning on March 6, 2026.

The proposed legislation seeks to establish a statutory framework to regulate transfers and postings of both teaching and non-teaching staff in the Education Department. Officials said the new system will replace the existing policy-based approach with a uniform, transparent and technology-driven mechanism, supported by a fully automated Teachers’ Registry Portal.

The Cabinet also approved the framing of Recruitment Rules for Physical Education Teachers (PETs) under the Department of Secondary Education. Physical Education Teachers play an important role in promoting sports, physical fitness and healthy lifestyle habits among students. The new recruitment rules are expected to ensure transparent hiring and better deployment of qualified teachers across government schools in the state.

In another significant move, the Cabinet approved the grant of Professorship to teachers of Government Colleges in Arunachal Pradesh under the Career Advancement Scheme of the University Grants Commission (UGC) Regulations, 2018. The decision is intended to encourage higher academic research and improve the quality of teaching in higher education institutions.

The Cabinet also approved amendments to the Recruitment Rules for the post of Principal (Amendment) Rules, 2012. The updated rules will incorporate eligibility criteria prescribed under UGC Regulations, 2018, ensuring modern standards in the appointment of principals in government colleges.

Additionally, the Cabinet approved changes in the reservation policy for Diploma, PCM, PCB and allied seats in the state. Under the revised policy, 20 percent of seats earlier reserved for non-APST candidates will now be opened to all candidates based on merit, while 80 percent of seats will remain reserved for APST candidates.

The government stated that the reforms are expected to improve the education system in the state by ensuring greater transparency, merit-based opportunities and stronger institutional governance.
